The lowest balconies, the furthest out, are on Deck 9, our deck (so-called Dolphin Deck). Deck 10 is terraced inward, such that the balconies look down at those on Deck 9, which therefore have no privacy. Decks 11 and above are terraced yet one more step. Perhaps this widening at the bottom gives the ship more stability.

I took this photo from on top of the bridge wing, to which I gained access by entering an unmarked door on Deck 15. It didn't say public access was permitted, but neither was there a sign forbidding it.
